NDDC Goes Digital, Launches E-Memo Portal For Faster Operations

The Niger Delta Development Commission, NDDC, has commenced full implementation of its Electronic Memo Portal as part of its digital transformation agenda.
The Information, Technology and Innovation Department formally onboarded the Managing Director of the Commission, Dr Samuel Ogbuku, onto the platform at the NDDC headquarters in Port Harcourt.
Speaking during the onboarding exercise, Ogbuku said the digitalisation of the Commission’s operations represents a shift from transaction to transformation.
According to him, the initiative will help eliminate human errors, missing files, unnecessary bottlenecks and delays associated with manual processes.
He noted that the onboarding marks another significant step in improving efficiency, automating internal processes and strengthening service delivery across the Niger Delta region.
Ogbuku said adopting digital processes will enable the Commission to work more efficiently and ensure critical documents move through the system in record time.
He emphasized the need for compliance with the new system, disclosing that Directors have already undergone training while other staff will follow. He urged all Directors and relevant officers to fully embrace the digital workflow as the Commission moves towards an automated operating environment.

The Director of Information Technology and Innovation, Engr. Emeka Ani, explained that the digital transformation initiative was expanded across directorates and departments after an assessment of existing processes.
He said the Commission reviewed the processes, aligned them with approved Standard Operating Procedures and automated them to improve efficiency and accountability.
Ani disclosed that the E-Memo platform went live on September 22, 2026, and that Directors are being onboarded as part of the implementation. He added that further guidance will be provided to enable users to understand and effectively utilize the platform.
He stated that the E-Memo Portal will provide a more streamlined mechanism for processing, reviewing and approving official memoranda within the Commission, while reducing reliance on physical documentation and improving speed and traceability of administrative processes.
The initiative reinforces NDDC’s commitment to leveraging technology to modernize its operations and deliver on its mandate more effectively.
In another development, the Amalgamated Union of Public Corporation, Civil Service, Technical and Recreational Services Employees, AUPCTRE, presented an award of excellence to Dr Ogbuku.
Presenting the award on behalf of the union leadership, Chairman of the NDDC Staff Union, Comrade John Achoreturi, said the award recognised Ogbuku’s contribution to infrastructural development in the Niger Delta and his commitment to staff welfare.
He commended the NDDC boss for his exceptional leadership and performance in the development of the region.
